The basement, floors 2-7, floors above 40, and the black elevator will all be restricted spaces. One must be authorized to enter these floors. There is no need to go into detail about what services these floors entail.
The basement will be restricted to a special parking garage. The vehicles in that garage will not use the standard APS system, and there is good reason for such. Since this is a private parking system, again, only authorized personnel will be allowed there.
Floors 2-7 is for the APS (Automated Parking System). A driver will drive onto a platform on the garage. They will take everything they need, and exit. If they need to charge their vehicle, they can plug the vehicle into the system. Once they authenticated their credentials, the APS will take the platform (and therefore the vehicle) and place it a location where the vehicles can be stacked. No people are allowed in this space, unless they are qualified technicians. Access to this space will be locked, and restricted as well.
Floors above 40 is for the role of government. With that said, this space is restricted unless escorted. The elevator will go to 41, but the person will find that they will enter a hall way with locked doors on both sides. The only thing accessible in this space will be the elevator. Floor 42, and 43 will not be accessible by the common elevators.
